SPI-14: Report resource usage against allocations

Executive Summary: 
A service provider needs to establish the mechanism for reporting use of the service provider's resources against allocations. We assume the service provider participates in a public research computing community that allocates resource use to specific individuals, teams, or projects.
User Importance Summary: 
Public research computing communities often allocate use of the community's resources to specific teams or projects. Service providers who operate resources need to report use of their resources against these allocations.
