SPI-12: Host a repository of files so it can be accessed on many resources and automatically populated

Executive Summary: 
A service provider needs to host a repository of files so it can be accessed on many resources. The contents of the repository will be populated automatically by pulling from another repository. Examples of source repositories include: DockerHub, a GitHub project, a StashCache service.
User Importance Summary: 
Some research communities maintain repositories of files containing software, container images, application configuration files, or data files for use on a wide variety of systems and resources. These repositories must be hosted somewhere.
Target Communities and Sizes: 
Service providers who want to host repositories for research communities- 10 < N < 100
