IDM-17: Obtain a high-assurance X.509 certificate

Executive Summary: 
A community member needs to obtain a high-assurance X.509 identity certificate in order to access a service that uses these certificates for authentication.
User Importance Summary: 
Some research communities, such as the European Grid Infrastructure (EGI), use X.509 certificates for user access and require certificates that provide a high level of assurance for user authentication. Researchers who wish to use resources from those communities need a means of obtaining these certificates from their local communities.
Target Communities and Sizes: 
Researchers who access international resources - 100 < N < 1,000
