IDM-14: SSH access using XSEDE identities for education

Executive Summary: 
An educator with an education allocation needs his/her students to be able to SSH login to an XSEDE-hosted virtual machine he/she administers using their XSEDE identities. (As opposed to the educator having to assign IDs/passwords or SSH keys to every student.)
User Importance Summary: 
Using XSEDE services in education and training is an important way to broaden XSEDE's impact on research and education and to prepare the next generation of XSEDE users. Improving the ease of use for students and minimizing "busy work" for instructors is important toward making this happen.
