GRP-13: Use a group to control access within an XSEDE service

Executive Summary: 
An XSEDE staff member needs to use a group to control access to an XSEDE service. The most common reason is to limit access to a staff tool (or administrative privilege within a staff tool) to members of an XSEDE project WBS group. The XSEDE service must either have a “plugin” feature that allows it to use an external group service, or a “local file” feature that allows it to use local files containing user IDs as the basis for access control.
User Importance Summary: 
XSEDE community members need to be able to define arbitrary groups of people to which they can refer throughout the XSEDE system for authorization and communication purposes. XSEDE staff members need to be able to use these groups to configure XSEDE systems and services.
