Executive Summary: 
A community member needs to be able to rate the priority of a community need (a capability that isn’t currently available) or the quality of a contribution (an implemented capability) relative to her work.
User Importance Summary: 
Stakeholder review and prioritization is vital to ensure that the community's available resources are being expended toward satisfying the community's highest priorities.
