CI-04: Publish current and desired system capabilities, their availability, and their implementation status

Executive Summary: 
An XSEDE Requirements Analysis and Capability Delivery (RACD) staff member needs to create a public record of system capabilities (aka “use cases”) that are needed by XSEDE users.
User Importance Summary: 
A concise, comprehensive list of desired user capabilities is necessary in order to properly maintain and engineer changes to the XSEDE system, particularly when responsibility for the system changes (e.g., through management change). Making this data public is further necessary in order to enable community members to contribute to the system in useful ways, both by rating the importance of specific capabilities and by offering solutions to specific capabilities.
