CB-17: Obtain a list of individuals at a specific campus who have allocations

Executive Summary: 
A campus champion needs to receive a list of individuals at their institution who have been granted allocations to use resources provided via the community. Ideally, this would happen routinely without prompting (e.g., a monthly report).
User Importance Summary: 
Campus champions need to know who is using community resources from their own campus in order to provide outreach and local support to these individuals and to report to campus stakeholders and community sponsors on the benefits provided by the community.
