REVIEW-85: XCI-339 Replace weblogin.xsede.org with CILogon and idp.xsede.org - Test Readiness Review

XCI-339 updates XSEDE's Web SSO service to replace weblogin.xsede.org with idp.xsede.org so that the former service can be retired.  As a consequence MFA will now be required for users leveraging XSEDE Web SSO.  This test plan verifies the different user scenarios for XSEDE Web SSO.

Test plan and docs looked good.  Ticket submitted to fix url to Globus ID Explorer on user guide page.
