XSEDE Capability Delivery Plan for "SPI-11: Host a repository of files so it can be accessed on many resources and manually populated by authorized individuals"

This would be an entirely new capability for XSEDE, so the proposal is to go through the full XSEDE "new capability" process, beginning with the development of a design document, formal review for design & security issues, and development of any new documentation and support processes necessary to deliver the capability. The effort estimate is 12 person-weeks of effort, but until a design is finalized, this is just a rough estimate based on what we know today. As we learn more about the details of the capability, we will update the estimates in specific Jira activities.
