Software development best practices include distributing copyright and licensing information with software. As an NSF funded project, XSEDE is committed to developing open source software, however, it can't hold a copyright or enforce licensing. Most software is developed collaboratively by persons from multiple institutions, complicating the normal approach for distributing copyright and licensing information.
In consultation with the legal department at XSEDE's lead institution, UIUC, XSEDE is releasing guidance that XSEDE funded software development efforts are encouraged to review, and template files that should be distributed with XSEDE funded software.
