I have reorganized the directory structure. The permanent link for the latest version of the production INSTALL document should now be:
https://software.xsede.org/production/ipf/INSTALL.html
which is a symlink to
https://software.xsede.org/production/ipf/latest/INSTALL.html
(latest is a symlink to the most recently released version)
