IPR3 6/2017 NSF Panel Review 2.3 XCI The  absence  of  the  discussion  of  gathering  new  requirements  from  users  led  the  panel   to  understand  this  is  not  currently  a  very  active  part  of  XCI.  We  recommend  that  XCI   revitalize  its  solicitation  of  user  requirements,  in  order  to  have  a  more  complete  set  of   potential  projects  for  prioritization  and  selection.   The  panel  recognizes  that  XCI’s   capacity  is  limited,  and  that  user-­provided  requirements  might  not  emphasize  innovation   features.  A  visible  process  for  submitting  requirements,  and  the  queue  and  prioritization,   will  also  stimulate  the  user  community  submissions.

In each user announcement, we add a note asking people for ideas.  We also want to work with Dev Council to coordinate a reach out all XSEDE groups for feedback and make sure we give enough time to implement CDPs for the next UREP round. We may also want to solicit help from people to create CDPs.
