The gateway registration information will be stored in an SQLlite database rather than the XDCDB. This means that backup and recovery is not covered by an existing process. What processes, if any, will be put into place for disaster recovery?

This is good point. We need to check with Michael Shappiro and see if this information can be stored in XDCDB with a separate table.
I hope that the host running this service has a verified backup+restore process. If that's the case, the sqlite db, a single file, can be included.
If no such process exists, we can either regularly copy the sqlite db file to another host for backup, or simply require gateway admins to re-register. The process should be sufficiently friction-free that re-registering is trivial.
