I don't see anything in this design document that addresses the first evaluation question: "Will the proposed pilot evaluate relevant design elements?" I see a description of what XSEDE is doing at present, but no background on what led to the decisions to introduce these elements.
Did the pilot evaluate relevant design elements? I don't see an answer.

The pilot did not evaluate design elements. I was not aware that was an evaluation criteria.
The pilot was about interoperability testing.
